Hector M. Escarcega CSP, ARM, MIH

President of BSI (Bilingual Solutions International

As President-Elect, Hector will succeed to ASSELA Chapter President for 2013 – 2014.

Candidate Statements

CANDIDATE FOR PRESIDENT‐ELECT

Byron Small, OHST, CHST, CRIS

ASSE Member since 2009

I am a Project Health Safety and Environmental Manager with Jacobs Engineering, currently managing the SCG / SDG&E Pipeline Safety Enhancement Project. I have nearly a decade of success overseeing safety on multi-billion dollar construction and petrochemical projects with a combined value of over $15 Billion in scope. A proven safety professional, with extensive experience on Safety & Risk integrated OCIP’s (Owner Controlled Insurance Programs.)

As the current 1st Vice President of the ASSE Los Angeles Chapter, I have the pleasure of serving my community and my industry. I learned through experience that leadership positions should be not won, but rather earned. I am committed to earning the trust and support of our Chapter. A vote for me would not only mean a change in leadership, but also an opportunity to be heard. I decided to run for the office of President Elect because

I believe our Chapter is in need of new goals and a renewed vision. Our Chapters geographical area encompasses a broad array of Health and Safety fields. I believe this creates a significant opportunity to influence and develop safety professionals who are essentially the future of our industry. With the proper leadership and focus our Chapter will grow and eventually heavily influence the safety culture in Los Angeles. I am committed to the success of my Chapter.

CANDIDATE FOR VICE PRESIDENT, PROGRAMS

W. Victor Garvey, MS, CSP, CHST

ASSE Member since 2002

I have you been a member of ASSELA for over 11 years. I am currently working as a consultant on various contract projects such as East Los Angeles College and Los Angeles Pierce College.

As First VP in charge of programs, I plan on having exciting and relevant meetings like a Hollywood-themed one involving pyrotechnics, an update on the Global Harmonized System, Voluntary Protection Program (VPP), and Jet Propulsion Laboratory (JPL) tour.

I will help increase meeting attendance through e-mail notifications to the Chapter roster, meeting flyers, word of mouth (i.e., phone calls), website highlights, newsletter, and social media such as LinkedIn, Facebook, and Twitter.

My vision for our Chapter is to expand membership and reach out to young safety professionals who are the future of the chapter but represent less than 10℅ at ASSELA meetings.

CANDIDATE FOR VICE PRESIDENT, NEWSLETTER

Vacant

CANDIDATE FOR SECRETARY

Guillermo (Bill) A. Taylor, CSP

ASSE Member since 1980

“Back to Basics”, never before in the history of ASSE-LA has this term had more meaning. The Chapter is at a turning point in serving the membership with quality meetings, speakers and events that will give value to the safety professional. Those seeking a pathway to certification will find that this is the organization that can guide you for such an achievement. And I will be there in the position of Chapter Secretary, if elected, to help motivated individuals in this endeavor.

My many years of service to this chapter and other safety organizations along with my experience in the public and private sector, give me the qualifications necessary to be effective in the position of Chapter Secretary. I am a team player and will communicate with the board, in every way possible, to ensure that the wishes of the membership is realized. Specifically, a recent ASSE member survey highlighted the areas the Chapter must focus on. And I assure you that’s where I will place all of my energy to make it happen.

CANDIDATE FOR TREASUER

Donald Kramer, ARM

ASSE Member since 1980

Why I want to be Treasurer: the LA Chapter needs fiscal responsibility, accountability, and transparency.

What Makes Me Qualified?

Raised over $8,000 net income for the LA Chapter from the promotion of the SPALW half-day seminar.

Raised over $2,000 net income for the Inland Empire Section from the promotion of two half-day seminars.

Argued successfully against spending the proposed $1,000 from the LA Chapter to the ASSE Foundation.

Co-founded and Chaired the Inland Empire Section, 2008 – present (except for one year); managed and accounted the cash flow as ad hoc “Treasurer” for the Section.

Professional Member ASSE since 1982 and active in the LA Chapter since 2000 as member, VP Newsletter, VP Programs, and President.

Have no criminal history, no bankruptcy, am debt-free, and have an 829 credit score.

Leveraged the return of legacy Arrowhead Chapter funds of $7,000 to the LA Chapter (an estimated and unaudited figure; LA ASSE needs an audit for this specific issue).

Have the ARM designation and a B.S. degree in Health.

Employed full-time; Safety Manager (at a NYSE publicly-traded company); currently manage the career of 4 ASSE members; manage budgets, expense reports, and assist with formulating and accounting for my Department’s annual budget.

Handled $5 million annual Risk Administration budget for a foreign corporation’s USA operation and reported to a CFO (1998 – 2001).

Negotiated invoices, contracts, proposals, claims settlements, insurance retentions, subrogation, bonds, disagreements, and financial transactions / instruments involving checks in amounts from two hundred dollars to well over $100,000.

What I Will Do as Treasurer:

Perform, to the best of my ability, the duties of Treasurer as outlined in the LA Chapter bylaws.

Be transparent to the Executive Committee and the members of the LA Chapter.

Bring tangible value to the Chapter members by continuing to recommend complimentary meetings to the faithful LA Chapter members who attend meetings.

Guard the LA Chapter’s Treasury by questioning proposals and motions that have anything to do with money presented before the Executive Committee.

Complete the accounting for the legacy Arrowhead Chapter funds (approximately $7,000 and still unknown if paid, when, and exactly how much).

Revise the LA Chapter bylaws, recommend Operating Guidelines and Standards, and recommend Region One financial accounting and disclosure for ASSE renewals.

Recommend a dues increase in 2014 commensurate with bringing real value to all LA ASSE Chapter members.

Mentor a future candidate for Treasurer as I intend to hold this position for only 1 year.

CANDIDATES FOR ASSEMBLY DELEGATE

Bruce A. Brown, PhD, CSP, OHST

ASSE Member since 1984

Dr. Brown has held all elected positions at four ASSE Chapters during his 25+ years with ASSE, to include two Society elected positions. Dr. Brown is a Past Team Leader and present Team Member of the BCSP Item Writing Team, on the Southern California National Safety Council Board of Advisors, and on the Advisory Board of two International companies.

Dr. Brown is an Adjunct Professor and Associate Visiting Scholar, is published and lectures worldwide. He has been asked to take a leadership position within the Los Angeles but due to his extensive travel requirements he is unable to meet the minimum Chapter meetings required for a Chapter Executive position. As an Assembly Delegate, Dr. Brown is involved with Chapter and Society business, short and long range planning. Attendance at both the ASSE Professional Development Conference and the NSC Congress is funded by his employer so there is no cost to the Chapter or Society for Dr. Brown to represent the Los Angeles Chapter as an Assembly Delegate.

Greg Bordner, PE, MS, CSP

ASSE Member since 2005

My name is Greg Bordner and I have been a member of the Los Angeles Chapter for approximately the last 4 years. I am currently a Delegate for the Chapter and desire to continue in this role going forward. I have been in the safety and environmental field for over 22 years, 20 of which have been with Toyota. I am currently an Environmental, Health and Safety Engineer and have direct experience identifying and implementing programs and processes to improve the safety culture and the overall environmental and safety performance of the organization. I am a Certified Safety Professional and have a M.S. in Safety, Security and Emergency Management. I have held EHS management and leadership roles both in Toyota and in other manufacturing companies during this time.

I am running for this position because I am not only extremely passionate about the safety profession in general, but believe it is essential that we continuously strive to improve our professional skills and competency. By doing this, it allows us to fulfill our ultimate role of protecting people, property and the environment. Being a Delegate allows me to ensure good communication and feedback of our member needs and views on society issues; thereby ensuring our ongoing professional development and success.

I believe my background and experience will allow me to positively contribute to the success of the Chapter. By actively working with the other members of the Executive Board, we can once again make the Los Angeles Chapter a premier organization, one where safety professionals truly benefit from membership and one where we serve as a benchmark for other chapters.

CANDIDATE FOR MEMBER-AT‐LARGE

Nigel McCraney, CHST

ASSE Member since 2009

ASSELA /Inland Empire Section Members,

My Name is Nigel McCraney. I have been a member of LA ASSE for over 5 years and successfully served as LA ASSE Treasurer for 2 terms.

I currently work for Dansure Inc. on a very successful program BuildLACCD as a Regional HSE Safety Advisor overseeing over 1 billion dollars worth of construction on multiple college campuses.

I am currently serving as Treasurer and hope to serve this coming term as the new Member-at-Large to complete what we have started which is to bring this chapter into the future by using modern technology and every cutting edge tool possible to achieve important goals such as quick and convenient ways for our members to pay for events, simple easy to comprehend financial reports and record keeping.

My vision for the Los Angeles Chapter and Inland Empire Section is to set the bar for other chapters in terms of taking care of our members by making every possible effort to make things easy, knowledgeable and fun for our members.

I am convinced we can achieve this by working with the Chapter President to adopt and create modern programs and up-to-date strategies for multiple departments such as the financial department to start with and branch out as far as possible.
