DR. JOHN HOWARD, DIRECTOR OF NIOSH
Dr. John Howard— is the Director of the National Institute for Occupational Safety and Health in the U.S. Department of Health and Human Services in Washington, D.C… Dr. Howard will speak to the NIOSH’s recent activity including the protection of hurricane relief workers, along with a brief question/answer session.

ABOUT DR. JOHN HOWARD
Prior to his appointment as Director for NIOSH, Dr. Howard served as chief of the Division of Occupational Safety and Health in the State of California's Department of Industrial Relations since September 1991. In this position, he administered the occupational and public safety programs and directed a staff of nearly 1,000. Dr. Howard was also an assistant professor of environmental and occupational medicine at the University of California at Irvine. He has served as medical director and chief clinician of the Philip Mandelker AIDS Prevention Clinic, an AIDS Community Services Clinic in Los Angeles, and as an assistant counselor to the Under Secretary of Health and Human Services. Dr. Howard received his Doctor of Medicine from Loyola University and began his career in occupational health as an internist in the University of California, Los Angeles School of Medicine Pulmonary Fellowship Program at Cedars-Sinai Medical Center in Los Angeles. He received his Master of Occupational Health from the Harvard School of Public Health, his Juris Doctor from UCLA, and his Master of Laws in Administrative Law and Economic Regulation from George Washington University. TITLE 5. BOARD OF EDUCATION Prop. Regs. to guide school districts in the administration of Physical Ftness Test. The State Board proposes to adopt amendments to sections 1040 to 1047 in title 5 of the California Code of Regulations (CCR). These sections concern the administration of the physical performance test that is required of each pupil in grades 5, 7 and 9 by Education Code section 60800. AIR RESOURCES BOARD -NOTICE OF DECISION NOT TO PROCEED - Heavy-Duty Diesel Engines. The proposed rule making, including the hearing for consideration on the adoption of minor amendments to California regulations applicable to new heavy-duty diesel engines and trucks, has been cancelled. Pursuant to Government Code section 11347, publication of this Notice of Decision Not to Proceed hereby terminates the rule making action originally noticed on September 2, 2005 in the California Regulatory Notice Register.

TITLE 22. DEPARTMENT OF HEALTH SERVICES
Notice of Proposed Rulemaking to Secondary Drinking Water Standards, R-21-03 Pursuant to HSC Section 116555(a)(1), public drinking water systems are required to comply with secondary drinking water standards [as defined in HSC Section 116275(d)]. The existing secondary drinking water standards regulations lack clarity and a specific procedure for determining secondary maximum contaminant level (MCL) compliance. Therefore, the Department proposes to amend existing Section 64449, Chapter 15, and adopt two new Sections (64449.2 and 64449.4) to update and clarify the regulations. The net effects of the proposed regulations for public drinking water systems are as follows:
| Greater clarity in the secondary drinking water MCL and monitoring requirements; | |
| Community water system requirements related to corrosivity in the Lead and Copper, Chapter s17.5; | |
| Community water systems (CWS) would determine secondary MCL compliance on the basis of an average of 4 quarterly samples for those constituents with fixed consumer acceptance levels; | |
| Community water systems would have the option via a waiver process to use sequestering for iron and/or manganese treatment to improve the aesthetics of the water if a source has violated MCLs; and | |
| CWS’s to have specific procedures & criteria for the use of sources exceeding secondary MCL. |

AGE GROUP ADDED AS ASSE KICKS OFF FOURTH ANNUAL KIDS' 'SAFETY- ON- THE- JOB' POSTER CONTEST
In an ongoing effort to educate children on how workplace safety and health affects them and there families, the American Society of Safety Engineers (ASSE) has kicked off its fourth annual ASSE kids' 'Safety-on-the-Job' poster contest for ASSE members' children, grandchildren, nieces and nephews. The contest runs today through Feb. 14, 2006, Valentine's Day, and is broken down into five age categories. The winning poster in each age group will best illustrate workplace safety and be featured on the annual North American Occupational Safety and Health (NAOSH) week poster distributed worldwide. NAOSH week, a week dedicated to raising awareness about the importance of workplace safety and preventing injuries, runs Apr 30 – May 1, 2006.
